There is hereby created a Beautification Committ3ee for the City of Moundridge.

(a)   Purpose. The purpose of the Beautification Committee is to advise and assist the City Council in planning, promoting, and implementing programs to enhance the appearance and appeal of the City of Moundridge. The Beautification Committee has no authority to make decisions on behalf of the governing body.

(b)   Duties. The general duties of the Committee are as follows:

(1)   Develop and recommend beautification goals, projects, and improvements to the City Council on, at least an annual basis.

(2)   Assist in the planning, organizing, and oversight of any City beautification activities.

(3)   Partner with community organizations and volunteers to carry out projects.

(4)   Promote public awareness and participation in beautification efforts.

(5)   Advise on maintenance and sustainability plans for completed projects.

(6)   Seek and recommend funding sources, including but not limited to grants and donations.

(a)   The Beautification Committee will consist of five to seven members appointed by the Mayor with the consent of the governing body.

(b)   This is a volunteer position, and members will serve without compensation.

(c)   Any vacancy in a membership position will be filled in the same manner as the original appointments.

(a)   Members will serve for a two (2) year term.

(b)   Whenever a person is appointed to fill a position that becomes vacant for any reason, such appointment will only be for the remainder of the unexpired term.

(c)   Members may serve no more than three (3) consecutive terms.

(a)   The Committee will elect, from its members, a Chairperson, Vice-Chairperson, and Secretary.

(b)   Each Officer position will serve a one-year term, to be voted on each January.

Committee members are appointed for a term for the convenience of the City and serve at the pleasure of the governing body. Any committee member may be removed by the governing body without advanced notice or hearing.

The Committee shall meet at least quarterly, with additional meetings as necessary.
